We are currently recruiting for a Liaison Medical Officer to be based in Dar es Salaam (Office Based) and work in a 12-month contract with the possibility of extension.
Activities:
- Advice to EACOP Medical Support Manager about health policies, medical specifications, medical laws and regulations in Tanzania in liaison with the ministry of Health, the Government of Tanzania, the Tanzania Medical Associations, the Tanzanian Public Hospitals and Private Clinics.
- Practice as a full-time physician for EACOP with GP experience and competence in occupational health and emergency care.
- Provide support and assistance to the MSM and the EACOP management about the organization of MEDEVAC according to the specificities of each medical care facility and the possibilities for treatment and care.
- Coordinate with medical teams in charge of hospitalized patient.
- Coordinate and inform HR about all the released Fitness Certificates for EACOP staff (administrative document).
- Provide support for the ‘Fitness to Work’ plan for all EACOP employees and contractors to ensure it meets EACOP requirements and country’s occupational health regulations and laws.
- Assessment of Tanzanian occupational health providers, to ensure that workers receive high-quality medical care and that the company employs fit workers.
- Participate in development of health awareness memos and prevention campaigns and appropriate communication for improvement of health culture.
- Participate in setting up and update of EACOP Health and Hygiene Management System (Health Plan, Malaria, Pandemic/epidemic management (Covid, Ebola), Risk assessments, emergency preparedness documents incl. pandemics/epidemics, mass casualty events...) according to best international practice and standards (in collaboration with MoH or any national authorities).
- Attend EACOP meetings and external events.
- Participate in the implementation and coordination of a medical support system in accordance with international best practice and standards – including managing the EACOP medical contractor(s) appointed to deliver these services: o Medical Support: network of hospitals, clinics and specialized practitioners, assistance companies... o medical evacuation: primary, secondary and international.
- Participate to the site’s medical facilities assessments (supervising doctors) and keep best official relationship with the Ministry of Health for any matter (license, cooperation, outbreaks, etc.).
- Inspect and recommend new health facilities in Tanzania / registered providers for EACOP and others.
- Participate in requests from EACOP offices, sites’ medics and remote sites for medical advice and Medevac in close collaboration with the EACOP Medical Support Manager and the EACOP Medical Team.
- Available for on call for any emergency medical issue.
- Participate in setting up a medical organization and structure to support EACOP activities within Tanzania according to International Best Practice and medical standards, and National laws and regulations.
- Provide oversight of contractor’s medical facilities on site, medical personnel on site and medical evacuations.
- Participate in development and update of Medical/Health procedures.
Professional experience:
- Doctor of Medicine BSc.
- Minimum 5 years of professional experience in medical care / response.
- Knowledge of tropical pathology and good knowledge of Africa.
- Knowledge of Occupational Health and fitness to work policies.
- Knowledge of the network of Tanzanian Medical Facilities.
- Knowledge of Tanzanian laws and regulations.
- Broad experience in clinical medicine and remote site care.
- Knowledge of international best practices and standards for medical care / response.
- Previous international medical experience appreciated.
- Previous experience in international oil & gas industry appreciated.
- Ability to work in a multi-cultural business setting.
- Excellent interpersonal and communication skills essential.
- Current use of IT tools (Word, Excel, SAP, Outlook, etc.).
- Fluent in English and Kiswahili – speaking and writings.
- Behind the numerous technical, environmental and social challenges faced by the project, objective is for EACOP to be developed in a fast-track mode with start-up anticipated 39 months after FID.
- With operations in two countries, two separate regulatory regimes will need to be addressed in the HSE-MS.
- The project anticipates the mobilization of ~8,000 to 10,000 personnel - a large multicultural workforce with many people who have a very low risk awareness and limited health and safety culture.
- Numerous stakeholders and heavy focus by ENGOs create a complex context. Project will need to be developed in accordance with IFC standards and the Equator 4 Principles to secure the necessary financing.
- Several risks related to the location including malaria, limited infrastructure, significant transport & road risk, etc.
- The remote locations are key considerations for MEDEVAC and Emergency Response.
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.1 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries.
This position coordinates EACOP's medical organization with all government departments (TPDC, EWURA, MoH) and each national medical facility.
The role assists the implementation of the Health and Medical management system.
Key Relationships: EACOP Medical Support Manager, Chief Medical Adviser, Field Health Adviser and Senior Medical Officer, Human Resources, Corporate HSE, Project HSE, EACOP management, all stakeholders (including main contractors) in the field of medical, surgery management, health and emergency preparedness related to MEDEVAC, Site doctors, government authorities.
