Project Controls Manager – Houston, TX


Our client is seeking a Project Controls Manager to work within their facilities located in Houston, TX, for an initial one-year assignment, likely to extend.

Develop, implement, and monitor the project controls plan for major Engineering, Procurement, and Construction (EPC) contractors, ensuring successful execution across all project phases. This includes managing project schedules, progress tracking/reporting, milestone achievement, cost analysis, and risk assessment in addition to providing accurate, data-driven insights to enhance decision-making and mitigate potential risks.

Potential projects this candidate will support could span all phases of a project's lifespan: conception / study; Pre-FEED; FEED; bid evaluations; FID; Procurement; Construction; Start-up; Commissioning; Project Closeout.

Job Responsibilities:
Planning & Scheduling
  • Establish and maintain scheduling systems to effectively track progress to report updates. 
  • Develop and maintain comprehensive project schedules using Primavera P6 ensuring accuracy and alignment with project goals.
  • Establish work breakdown structures (WBS) and ensure integration within the schedules.
  • Monitor and oversee schedule updates no less than twice per month to track progress.
  • Review and evaluate schedule quality, critical paths, schedule performance indicators, schedule logic, excessive lags, and schedule resource loading.
  • Identify and analyze schedule risks and provide recommendations for mitigations / recovery measures and provide timely feedback to the Project Leadership team.
  • Review and approve project reports, including weekly and monthly progress updates and project status.
Cost Control & Budgeting
  • Develop and manage project budgets, ensuring alignment with scope and funding.
  • Conduct cost analysis and prepare financial reports for senior management.
  • Work with the Project Leadership team implementing cost-saving strategies. 
  • Maintain Team month-end accruals and cost forecasting. 
  • Track actual costs against forecasts and identify variances.
Risk Management
  • Identify and report to the Risk team potential project risks related to cost, schedule, and resources.
  • Develop risk mitigation and contingency plans with the Project Leadership team.
  • Regularly update risk registers and ensure proactive risk management.
Performance Monitoring & Reporting
  • Establish Key Performance Indicators (KPIs) for monitoring project progress and performance.
  • Prepare detailed project status reports, dashboards, and presentations for stakeholders.
  • Conduct Earned Value Management (EVM) analysis to assess cost and schedule performance.
  • Ensure that effective project controls are in place to manage the Contractor/s and contractual deliverables are properly prepared and submitted to the appropriate stakeholders. 
  • Manage and verify Contractor progress and payment curves, ensuring accurate financial oversight.
Change Management
  • Oversee change control processes and evaluate the impact of changes on project scope, cost, and schedule.
  • Ensure that change requests are documented, assessed, and approved appropriately.
Team Leadership & Development
  • Lead and mentor project controls teams, including schedulers, quantity specialists, project controls specialists, cost analysts, document controllers, estimators, and third-party consultants.
  • Encourage / support developmental training to grow the project controls team and individual capabilities.
  • Promote continuous improvement initiatives and the use of ‘best practices.
Stakeholder Coordination & Communication
  • Collaborate with project managers, engineers, finance teams, and other stakeholders.
  • Ensure that schedule and cost data are accurately aligned with contract requirements. 
  • Work closely with the contracts administration, financial planning teams and other stakeholders to ensure project impacts on schedule and budget are properly analyzed and managed.
  • Facilitate / participate in project meetings and workshops to align project objectives and updates.
  • Ensure effective communication of project controls data to the Project Leadership and Company Management. 
  • Participate in project meetings; interface with Contractor's Project Controls' Team, engage in critical discussions to address project issues and client concerns.
Strategic Planning
  • Provide recommendations and strategic forward-looking information to support management decision-making. 
  • Lead the development and optimization of reporting systems, including dashboards for project updates. 
  • Prepare executive meeting materials and key talking points, ensuring clear, concise, and data-driven communication for executive leadership. 
  • Participate in strategic planning and provide concise actionable recommendations to meet project objectives. 
  • Collect and analyze cost impacts and critical activity to ensure alignment with project objectives.
Compliance & Governance
  • Ensure project controls processes align with company policies, procedures, and industry standards.
  • Support capital value processes, audits, and reviews related to cost, schedule, and project performance.
  • Implement governance frameworks to enhance project delivery efficiency.
Performs other duties as assigned (no more than 5% of duties).

Required Skills:
  • Proficient with the set up and use of Primavera scheduling tools.             
  • Strong technical management abilities with effective project management and leadership skills.       
  • Strong understanding of project execution.
  • Strong understanding of Earn Value Measurement Systems; Rules of Credit and Chart of Account, project accounting
  • Strong knowledge of planning, scheduling, estimating, risk analysis, progress tracking and reporting.             
  • Possesses strong interpersonal skills; collaborative; self-starter; commitment and dedication through project completion; attention to detail; sound decision-making; and problem-solving abilities to analyze data, identify issues, recommend, develop, and implement solutions.
  • Possesses in-depth knowledge of project execution i.e. construction and project completions techniques and practices.
  • Ability to manage, develop, multiple schedules and deliverables in a fast-paced environment.
  • Ability to adapt to change, organize, plan, control, coordinate, and effectively manage cross-functional assignments and teams.
  • Sufficient computer literacy to provide quantitative and concise written reports through the use of spreadsheets, charts, PowerPoint, Visio and Dashboard.
  • Extensive experience with Project Controls Systems for progress and schedule evaluation, analysis and reporting with software program such as Primavera P6, Primavera Risk, Deltek Acumen Fuse & Risk, @Risk, Schedule Analyzer, SharePoint, Project Controls Management System (PCMS).
Education/Experience:
  • Bachelor’s degree in engineering or other discipline with relevant experience required.
  • 8+ years of strong background in Project Controls of major LNG project (oil, gas, power, pipeline, liquefaction) required.
  • 8+ years of Primavera 6 and MS Project schedule development experience required.
