Requirements:

Responsibilities:

Contract Preparation & Execution:

  • Contract Understanding: Thoroughly understand contractual terms & conditions, scope of work, compensation schedules, project milestones, and administrative requirements.
  • Process Setup: Develop and implement relevant contract management and administration procedures.
  • Procurement Coordination: Define and assemble key procurement and logistics deliverables.
  • Contractor Monitoring: Ensure the implementation of contractor monitoring tools and adequate resourcing for contract execution.
  • Collaboration: Work closely with project managers and stakeholders to ensure project goals are met, and ensure timely communication of key contractual notices.

Contract Management, Administration & Performance Monitoring:

  • Risk Management: Assemble necessary performance securities and insurances, ensuring compliance before the commencement of work.
  • Post-Award Management: Administer post-award activities including contract utilization, amendments, claims, and close-out processes on paper and ERP systems.
  • Change Management: Document deviations, changes, or amendments, and manage potential claims arising during the contract lifecycle.

Contractor Management & Performance:

  • Contractor Oversight: Ensure contractors meet all contractual obligations, identify risks, and manage performance.
  • Subcontractor Management: Oversee contractor subcontracting arrangements, ensuring proper written subcontracts are in place with competent providers.
  • Budget Control: Track commitments against the contract price and project budget, ensuring proper variation management and reporting.
  • Payment Reviews: Review contractor payments against work progress claims and milestones.
  • Dispute Resolution: Handle inquiries, resolve contract issues, and manage dispute resolutions in alignment with the project’s contractual terms.
  • Close-Out: Ensure timely completion of all contractual close-out activities and reporting.

Procurement Governance, Compliance & Controls:

  • Policy Implementation: Apply approved procurement and supply chain management policies and procedures, ensuring controlled and ethical procurement activities.
  • Ethical Standards: Maintain fairness, transparency, and confidentiality in all procurement actions, enhancing the integrity of the process.
 
Qualifications:
  • Relevant educational background, experience within EPC projects 
  • Fluent in Dutch, with strong communication skills both in Dutch and English.
  • Extensive experience with Dutch contract law, contract preparation, and execution.
  • Proven track record in procurement and supply chain management.
  • Expertise in contract administration, supplier performance monitoring, and risk management.

The role responsibilities include:

  • Deliver discipline specific engineering services that meet company, its client’s and applicable statutory and regulatory requirements.
  • Perform discipline specific engineering services such as:
  • Prepare and review the production of mechanical package deliverables including datasheets, specifications, scope of supply, document / data requirement lists, technical bid evaluations, drawings, specifications, calculations and reports.
  • Review, consolidate and co-ordinate interdisciplinary review of vendor data and drawings.
  • Manage and expedite vendors to deliver packages in accordance with scope of supply and the project schedule.
  • Liaise with vendors during completion of technical bid evaluation and clarification phase and then throughout package execution and delivery.
  • Ensure the project scope is clear and identify changes to scope as required in line with project change management processes.
  • Participate in relevant meetings, follow required checking procedures.
  • Technically evaluate vendor equipment supply proposals.
  • Work to the project schedule and manage allocated budgets flagging issues proactively. Estimate future work based on experience and norms.
  • Excellent technical and practical engineering skills and able to consistently deliver quality, accurate and timely work to Worley and its clients.
  • Experience in rotating equipment package management, document review and consolidation. 
  • Relevant equipment includes single and multi-stage centrifugal pumps, reciprocating and centrifugal compressors.
  • Experience working with API standards for rotating equipment listed above.
  • Experience in rotating equipment overhauls, maintenance, upgrades, and damage mechanisms.
  • Understanding of piping and pipe supports and the interfaces with mechanical equipment.

 

An excellent knowledge of the fundamental requirements of the discipline, including:

  • Brownfields Engineering
  • Greenfields Engineering.
  • Equipment layout.
  • Read and interpret drawings, including general mechanical, piping and P&ID drawings.
  • An understanding of the basic requirements of other disciplines and interdisciplinary interactions during both design phases and package delivery.
  • Knowledge of applicable local and international standards and statutory and regulatory requirements.
  • Proven history of delivering multiple mechanical packages on major projects within the hydrocarbon or renewable energy industries.

 

Competent in the use of relevant software such as MS Office Suite and discipline specific software including:

  • Navisworks
  • Bluebeam / Adobe Suite
  • Excellent verbal and written communications skills, including the ability to convey information and ideas to individuals and groups, and make presentations when required.

  • Higher National Certificate (HNC) (or) Diploma (or) relevant Apprentice from recognized universities with extensive offshore installation/diving experience. Diploma qualification is not mandatory if the candidate has any one of the following certificates:

DUTIES AND RESPONSIBILITIES
  • Implement the elements of management system applicable to your function.

  • Liaise with other Field Supervisors and Contractor to be aware of planned and completed construction works to ensure civil tests are planned and performed.

  • Procedures implementation and QA/QC activities.
  • Ensure all civil activities are performed according to Project requirements and that tests and reports are prepared, approved and included in documentation packages.
  • Witness Site & Laboratory Tests related to civil activities.
  • Monitor that materials and equipment are used in accordance to specifications.
  • Carry-out random check on receiving-inspection of certified batch plants, mixers, lifting gears, etc.
  • Check delivery documents against purchase orders, specification and material certificates.
  • Reject any material not meeting specification or not bearing authentic material certificate.

Qualification:
  • Higher National Certificate (HNC) Higher National Diploma (HND), Diploma in Instrumentation and/or Electrical and/or Mechanical from a recognized University with extensive commissioning experience of Oil & Gas projects. Good skills in construction management, effective communication, conflict resolution.

Experience:
  • A minimum of eight to ten (8 to 10) years’ experience in relevant construction and installation activities in projects of oil & gas industry
  • Experience in Mechanical, piping and steel structure installation and commissioning of Offshore Projects.
  • Experienced in the implementation of construction industry best practices, systems, processes and standards.
  • Understanding of construction techniques for various types of work especially the construction and commissioning activities in Green, brown fields and Well Head Jackets.
  • Good skills in construction management, effective communication, conflict resolution.
  • Exposure to works by associated disciplines
  • Computer literate. Good communication and writing skills.

Primary Duties and Responsibilities:
  • COMPANY representative on board COMPANY facilities/contractor marine spread at offshore locations responsible for the Project related activities.
  • Communicate and liaises with asset holders for the site access and preparation requirements for construction activities and hot works.
  • Supervise EPIC Contractor during the execution of Mechanical and Steel Structure related construction activities at offshore construction site in fields and Halul.
  • Participate in reviewing detailed design drawings, method statements, material receipt inspection etc.
  • Supervise, monitor, check and perform mechanical and structural material receipt inspection in accordance with drawings, standards, and specification. Raise damage and/or missing material report.
  • Prepare required work permits as Permit Applicant and ensures all stipulated COMPANY e-PTW system requirements are adhered by contractor personnel for execution of identified work.
  • Attend daily meetings with the asset holder for planning of works and reporting of progress/constraints.
  • Coordinate with the contractor representative for offshore logistics e.g., movement of personnel and material for execution of work as per agreed schedule.
  • Review contractor's construction plans/schedules/method statement/JHAs
  • Liaise with PO, Operation and Contractor HSEQ personnel to ensure the required surveillance construction/installation works are being carried out in line with approved HQSE procedures.
  • Monitor construction activities to ensure works are in line with approved procedures and AFC drawings.
  • Check and ensure that all construction works are completed in accordance with approved standards and consistent with contract specifications. Supervise and approve contractor Mechanical and Steel Structure activities that includes but not limited to Piping, valve, steel structure installation, lifting activities, blasting and Painting, Hydro testing and leak testing at WHJ’s, Production stations and Halul Island
  • Coordinate with the end user and contractor to carry out the Mechanical Completion Walk down, raise the punch list and follow up with contractor to ensure the close out and endorse the Mechanical Completion Certificate.
  • Perform and witness inspection based on approved ITP and certify the completion works. Sign Inspection test records and Quality control forms.
  • Participating in and supporting the commissioning team during the pre-commissioning and commissioning activities.
  • Maintain a daily record of progress noting special comments. Reports to supervisor work anomalies or contractual deviations committed by contractor personnel and recommend corrective actions.
  • Review and forward to management daily and weekly construction progress reports for department assigned projects and verify contractor’s progress statements for accuracy.

  • Higher National Certificate (HNC) (or) Diploma (or) relevant Apprentice from recognized universities with extensive offshore installation/diving experience. Diploma qualification is not mandatory if the candidate has any one of the following certificates:
o IMCA Closed Bell Diver
o IMCA Air Diving Supervisor
o IMCA Bell/Saturation Diving Supervisor (Class III)
o NDT Operator level-2 (Optional)

DUTIES AND RESPONSIBILITIES
  • Implement the elements of management system applicable to your function.
  • Ensure own safety and the safety of others who may be affected by organization’s business, whether or not the activity is under your direct control and proactively participate in all safety matters affecting the construction of the project.
  • Prevent pollution to the environment, in project.
  • Co-ordinate the inspection and test requirements.

  • Monitor that materials and equipment are used in accordance to specifications.
  • Carry-out random check on receiving-inspection of certified batch plants, mixers, lifting gears, etc.
  • Check delivery documents against purchase orders, specification and material certificates.
  • Reject any material not meeting specification or not bearing authentic material certificate.
  • Carry out random dimensional checks on materials.
  • Follow-up on Corrective Actions to close-out non-conformances.

EXPERIENCE:
  • Minimum 10 to 15 years of experience in offshore construction/installation/diving out of which 8 years in oil & gas industry.

The successful candidate must stay abreast of assigned operating units’ plans, needs, and activities, while providing leadership and training to the areas’ maintenance staff. They will be expected to generate work scopes detailing the equipment’s fabrication or repair requirements with consideration for safety, environment, budget, inspection and schedule. DUTIES AND RESPONSIBILITIES
May include, but are not limited to, the following:

  • Provide mechanical engineering support for all fixed equipment assets in assigned area(s) of responsibility. 
  • Exhibit basic understanding of FMEA methodology. 
  • Optimize inspection strategies and develop repair plans to improve long-term equipment reliability.

  4. Advises the EPC Contractor's organization with respect to adequacy of project controls tools, reports and schedules to ensure mutual alignment.
  5. Reviews and endorses schedule and progress baselines and forecast prepared by Contractor(s).
  6. Reviews Contractor monthly schedule and verifies logical links, durations and overall achievability. Changes from baseline and from previous month schedule identified and identified for trending, schedule slippage and emerging schedule risks.
  7. Reviews Contractor(s) main subcontractor schedules and ensures that they have been correctly integrated into the overall EPC schedules. 
  8. Reviews and monitors Contractors Level 4 databases for completeness and accurate representation into the Level 3 Schedule.  This includes Contractor(s) vendors and suppliers for both critical equipment and bulks and ensures that they have been correctly integrated into the overall EPC schedules.
  9. Ensures Contractor accurately captures external interfaces in the Level 3 schedule.
  10. Advises Project Team of any potential schedule issues and when necessary, provides guidance on, corrective action and measures to mitigate any adverse trends. Assists Project Team in developing and reviewing schedule corrective actions and recovery plans and verifies needed actions/plans are implemented.
  11. Analyses the planned quantity metrics projections for all home office and site disciplines (e.g. Piping, Civil, Electrical, etc.). Monitors actual metrics quantities completed against planned.
  12. Reviews, verifies and endorses Contractor(s) monthly progress claims for accuracy of progress measurement used in the monthly progress certification process and works with project accounting personnel within the Business Team as part of the monthly invoice and payment cycle.
  13. Reviews project changes proposals/requests to evaluate detail schedule impact and detailing in Project Management of Changes requests (PMOC) schedule impact quantification. Ensures approved changes are correctly incorporated by Contractor in the overall schedule for stewardship purposes.
  14. Develops and maintains PMT internal project schedules as required for work scope outside of the EPC Contract and external interfaces.
  15. Prepares and compiles Weekly and Monthly Reports (schedule & progress) input to Major Projects Reports.
  16. Responds and supports to ad hoc requests from PMT related to scheduling and reporting, including development of progress metrics, and/or key performance indicators.  
Qualifications:
  • Bachelor of Science in Engineering, Engineering Technology, Construction Management (or equivalent), or relevant experience.
  • Experience working on major offshore development projects is essential (>$1BN).
  • At least Fifteen (15) years’ experience in project scheduling and controls for EPC oil and gas facilities capital projects / operating companies.
  • At least Ten (10) years field scheduling experience on Major projects (>$1BN).

Technical and Business Skills:
  • Ability to work in multi-disciplinary teams.  Establishes credibility with peers and supervisors and makes good use of their time.

About you

The Pipeline Quantity Surveyor is a specialist, knowledgeable in all aspects of quantity surveying. The Pipelines Quantity Surveyor is a working position performing under the direction of the Project Controls Manager- Infrastructure and will be accountable for oversight of the Pipeline North Slope Construction Quantity surveying and tracking. The assignment will include participation in the Infrastructure Project Controls Leadership team meetings, the Pipelines Construction field meetings and activities and construction leadership meetings (if required).

One of the essential duties that must be carried out by the quantity surveyor is to oversee the progress of the pipeline scope by verifying and gathering and providing reports to the project controls team and the construction team on claimed executed work of contractors, confirming the stage of work accomplished, and checking progress payments according to the accomplished work.
 
Responsibilities:
  • Preparing a quantity tracking system that incorporates all the different pipeline scopes (pipelines, vertical support members, Horizontal support members, saddles etc.)  by location and quantity. The system could be a progress book that will be worked with the Pipeline Construction Engineer for each year.
  • Daily Contractor monitoring for construction installation and compile data (quantity installed) including vertical support members, Horizontal support members, Saddles, TVA’s, Pipe installed, Power and fiberoptic and others.
  • Review contractor’s progress submittal
  • Communicate and work closely with the Construction Team and the Pipeline Construction Engineer.
  • Review the Pipeline Contractor’s reported physical progress.
  • Assist in verifying contractor’s invoices or parts of the invoices that are based on contractor’s achieved physical progress.
  • Communicating to the Project Controls Manager-Infrastructure and the construction team any scope, schedule, or cost risks/opportunities in a timely manner. 
  • Communicating to the Project Controls Manager-Infrastructure variances from the approved ConocoPhillips Standards and Policies.

Required qualifications:
