Job Description:

Responsibilities

  • Confidently interact and engage with both internal and external stakeholders – particularly Independent Safety Assessors / Certifiers

Required Experience

Activities:
  • Report to the Procurement and Spoolbase Lead to provide oversight of fabrication activities
  • Participate in HAZIDs, Risk Reviews, constructability reviews, and any other fabrication related meetings as directed

Our client is seeking a Plant Operator to work within their facilities located in Mentone, TX a long-term assignment (initially 2 years with the possibility of extension).

The Plant Operator will be responsible for the operations of a newly built 300 MMSCFD cryogenic natural gas processing plant in the Delaware Basin. In addition, the Plant Operator will be a key contributor to the company's proactive safety culture. This is a unique grass-roots opportunity in which the Operator will play a role in the design, construction, and commissioning of the plant, along with assisting in the development of plant processes and procedures. The Plant Operator will interface regularly with plant technicians, engineers, control room, management, and safety teams. The ideal candidate will possess a broad knowledge of cryogenic plant operations and have a proven track record as a leader.  Position will be based at the Janus Plant site near Mentone, Texas. Position will have a rotational schedule including both day and night shifts. Housing will be provided during the shift.

Responsibilities:

  • Serve as a safety leader in company's proactive safety culture.

  • Operate the plant in accordance with plant operating procedures.

  • Review and provide input on new and existing plant operating procedures.

  • Troubleshoot plant equipment and processes.

  • Optimize plant operations to improve plant safety, reliability, and efficiency.

Major tasks and responsibilities of position
               
  • Support and/or lead the design, development, and implementation of new sterile disposable packaging designs utilized in radiology and cardiovascular medical procedures.

This position is responsible for the management of design for assigned transmission generation tie lines for Wind, Solar, and Battery Energy Storage, and for stand-alone transmission line projects. The Transmission Line Principal Engineer works in the Engineering & Construction (E&C) Group and is responsible for managing the design of transmission line projects from conception (Early Stage) through construction and commissioning (Execution). The Client's Energy Resources does not self-perform design. Line design is performed by engineering consultants under the direction of the Transmission Line Principal Engineer.

This role is limited to the transmission line. Others manage substation design, power systems analysis, protection and control, etc.
  • In the conceptual phase, the Transmission Line Principal Engineer works with the Early Stage Project Manager to define and influence the project requirements and scope with the Development Group. Projects can begin as FERC 1000 competitive transmission project proposals, or as greenfield projects for client's affiliates.
  • The Transmission Line Principal Engineer must secure engineering consulting resources from a list of approved suppliers by developing a scope of work, securing bids, evaluating, and awarding work through the client's Integrated Supply Chain (ISC) Group.
  • The Transmission Line Principal Engineer must coordinate with other project stakeholders to develop and secure a route, support the engineering data, and permits necessary to design and build the line, including geotechnical and lidar data. Activities include competitively sourcing, selecting and contracting geotechnical, survey, engineering, and construction services, and supporting the E&C Cost Estimating Team with scope assumptions.
  • The Transmission Line Principal Engineer is responsible for coordinating the engineering deliverables in support of competitive proposals, as well as design and construction of projects. Deliverables include Issued for Bid, Issued for Procurement, Issued for Construction, and As-built drawings, design criteria, and contributions to proposal documents (RFP).
  • The position requires coordination with other groups to ensure the projects are successful. Generally responsible for representing E&C’s internal and external interests on assigned projects, including presentations/briefing on current progress, issues, and risk mitigation in meetings with various levels of management.

Required
  • Bachelor’s degree in Electrical, Mechanical or Civil/Structural Engineering.
  • Minimum of 7 years of direct experience in the development, design, engineering, and construction of High Voltage Transmission line projects.
  • The ideal candidate must have a strong knowledge of transmission design, excellent communication and project management skills, a bias for action, proven analytical and problem-solving skills, and an ability to provide value engineering and ensure design quality.
  • The position requires technical competence such as the ability to understand one line and three-line diagrams, general arrangements, plan and profiles and other common deliverables.

Preferred

Minimum Qualifications and experience required:

  • B.Sc. in an Engineering discipline from a recognized University; higher degree would be advantageous. Membership in a recognized professional engineering/project management association/institution will be an added advantage.
  • A minimum of twelve (12) years’ experience in engineering, project management and execution of oil & gas projects.
  • Experienced in engineering coordination with various discipline Engineers during Feasibility and Concept Optimization Studies, FEED and EPIC.

  • Provide structural and civil engineering advice and support to Project Management Team (PMT), by coordinating onshore and offshore engineering aspects of the project in relation to the pipeline engineering discipline to ensure technical objectives are met within the approved scope, budget, and schedule.
  • Monitor Contractor’s performance and provide advice as necessary to make certain Company’s design philosophy and specifications are achieved by establishing clear communication with the contractor and monitoring contractor and vendor quality control effort.
  • Champion initiatives with the Contractor to deliver on the project objectives i.e., safety, quality, cost and schedule and review and monitor contractor’s pipeline engineering construction effort making recommendations to engineering manager and project engineers as necessary.
  • Provide guidance and timely review on contractor’s structural and civil engineering designs and processes verifying fitness for purpose and compliance with contract requirements including codes and standards and ensure PMT or other technical support is available to address any gaps.
  • Support respective pipeline package managers in delivery of the engineering and process design of civil and structural systems and coordinate the offshore and onshore field installation of the project systems, providing start-up and commissioning support as required.

Candidate Specification – Minimum Requirements

Our client, major LNG Operator in Qatar, is hiring for HSES Specialist Offshore Pipelines to work for major offshore project (Offshore Brownfield & Greenfield scope). This is a contract and residential role to be based in Qatar with initial contract duration of 3 years (renewable).


Job Purpose:
Provides necessary support and assistance to the Offshore Head of HSES Pipelines, to ensure all aspects of the Project has the HSES Systems and processes, services and support needed to achieve project goals related to offshore for safety, environmental and regulatory, industrial hygiene, occupational health, security and emergency preparedness and response.  

Key Job Accountabilities:
  • Reports to Offshore Project Head of HSES Pipelines
  • Provide oversight and guidance for HSES / regulatory compliance / performance during the pipe loading, pipelay and pre-commissioning phases. 
  • Champion on-site safety awareness and safe performance with Contractor and among the Project Team; Support HSES Tool Box Meetings with Contractor’s team
  • Monitor Contractor’s activities for compliance with Contractor approved Project HSES procedures, during construction, installation and pre-commissioning phases offshore, liaise with Company team, Contractor, sub-contractor, vendors suppliers as needed; develop strong working relationships with Contractor and Sub-contractor HSES personnel. 
  • Liaise daily with Contractor HSES team to ensure the effective implementation of all Project HSES requirements, monitor daily the Contractor’s activities and performance and report to the Head of HSES Pipelines the Safety performance and the data related to the Contractor compliance with the Financial KPIS requirements; coordinates delivery of specific HSES related trainings as per the Competency Matrix and ensures accurate records are maintained; monitor Contractor/Subcontractor HSES staffing and experience levels and effectiveness. Report to Head of HSES Pipelines, in case of deficiency.      
  • Enhance at Project offshore locations, the risk awareness and support / monitor the Project Behaviour programs; provide leadership and support to Contractor and Sub-contractors HSES networks with particular emphasis on less empowered and experienced HSES Officers.

Minimum Requirements:
Qualifications:
  • Bachelor degree
  • Nebosh National/ International Diploma in Occupational Health and Safety or similar 
  • TapRooT Training preferable
  • ISO 45001 OHS Lead Auditor or similar preferable

Knowledge and/or Experience:
  • Minimum of 10 years of industry relevant HSES experience
  • Experience of Fabrication yards with multilingual workers 
  • International project experience with Tier-1 EPC Contractor or Client, involved in fabrication of Topsides and Subsea Structures (i.e. greenfield and brownfield work) 
  • Sound knowledge of project execution process in large scale project environments (expenditure >USD 1 Bn.)
