Primary Responsibilities:
- Maintains protection of environment and the health and safety of our employees, customers, and the community as our highest priority. Participates in HSE reviews, site observations, permit audits and housekeeping inspections as required during field execution
- Responsible for project management including, but not limited to, routine project updating and forecasting, cost controlling, schedule adherence, change management, documentation, and closeout activities.

- Assist and coordinate drawing/document reviews, RFI's (requests for information), change proposal requests, and change orders and incorporate changes into the project documents.
- For ongoing projects, coordinate interfaces between the Contractors and Company's Functions (Engineering Organization, Operations, Maintenance, Turnaround Planning Team, etc.). Interface with Maintenance planners to schedule site activities for maintenance projects
- Work with site Company's Interface contact and Operations and Maintenance personnel to coordinate timely work permit issuance and participation in commissioning and startup activities.
- Develop Project Binder/Documentation with relevant check sheets to support mechanical completion, commissioning, and startup activities.
- Ensures all modifications are accurately documented, incorporated into the master set, and released back to Operations in a timely manner.
Skills and Qualifications
- Bachelor’s degree in engineering / technology and 10+ years of industry or 15+ years industry experience
- Project engineering / management experience on small capital and expense projects at operating facility/pipelines.
- Ability to read and interpret mechanical drawings and Process Flow Diagrams, including flow charts, cause/effect diagrams, P&IDs, and fabrication drawings

The Construction Manager position leads and manages the execution of all assigned projects actively in the field.

- Ensure all projects are executed with Safety and Environmental Compliance as the primary focus of all personnel supporting their projects.

Responsibilities:
- Execute hands on machinery technician related activities for commissioning, startup, troubleshooting, repair, and test activities.

The Quality Supervisor EIT is responsible for supervision of the day-to-day Electrical and Instrumentation Construction activities of the Company CONTRACTORs ensuring full compliance with safety and quality standards and procedures and verify that works are correctly carried out in accordance with project documentation and in the planned time frame. They will ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.
With the support of the Field Engineering, as well as the Quality Leads, He/She will develop and implement Qualification Management Strategies based on Electrical and Instrumentation compliance strategies and the approved EIT processes of the main Construction CONTRACTORs.
This will be interfaced with the onsite construction and fabrication sequences and support the facilitation of EIT qualification for the CONTRACTOR based on the applicable construction strategy and Construction CONTRACTOR’s supplied data.
They will ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.

• Provide overall project cost, schedule, progress measurement, and change management leadership and expertise
• Provide support to Project Team and Stewards with cost and schedule analysis, reporting, forecasting and budgeting
• Development of Project Controls Plan and Management of Change (MOC) Plan
• Ensure that the Stewardship process is established and implemented, leading to monthly cost and schedule stewardship reviews
• Coordinates and communicates priorities for new and ongoing estimating, planning and cost control activities
• Leads preparation and maintenance of the Cost Breakdown Structure (CBS), the Original Control Budget (OCB), Current Control Budget (CCB) and Project Master Schedule, and Budget (Planning & Budgeting (P&B) ), and the overall cost and progress control system
• Coordinate the collecting, analyzing, and reporting of project cost and schedule control information, to ensure overall project status is assessed and potential problem areas identified; prepares overall cost and schedule forecasts
• Administer and facilitates the Management of Change process
• Facilitate Capital Efficiency / Opportunities and Vulnerabilities process
• Interface with Controllers regarding AFEs/budgets and invoices and development of Work-In-Place
• Participate in bid evaluation process (as required)
• Participate in developing Contract Price Budgets and Contract Control Schedules and Milestones
• Ensure familiarity of Project Controls team with Contractor payment terms and contract coordination procedures applicable to their scope
• Leads preparation for Gates Reviews, Advance Commitment, Full Funding or Supplement activities
- Coordinates development of cost and schedule estimates in preparation of Gate and Check Point/Advance Commitment reviews
- Coordinate development of Estimate Confidence Packages and Estimate Development Plans
• Respond to ad hoc requests from Project Management Team (PMT) related to Controls/Reporting
• Consortium / Affiliate / Joint Venture presentations
• Supports preparation of Close-out Reporting / CA$HD Input
• Perform quality assurance at the project level by monitoring and appraising the performance of Contractors in the areas of cost control, progress measurement and schedule control
• Responsible for ensuring that proper and effective project control measures are executed by the Contractor; including the Contractor’s cost and schedule control organization, plans and procedures
• Review and, where appropriate, endorse schedule, progress and cost baselines and forecast prepared by contractors
• Review progress measures reported by the Contractor
• Review cost and schedule bases of Contractor’s Change Proposals / Orders; including progress trends developed by Contractor
• Assist site management in developing/reviewing cost and schedule corrective actions and recovery plans, and making sure needed actions/plans are implemented
• Manage the Cost and Schedule organization including the Contractor sites and serve as the central link from the Project to the organization
• Maintain close liaison with other members of the organization on the Project and the function
• Coordinates development of Project Controls Implementation Plan tailored to the specific project
• Provide feedback and mentor to project controls engineers and planners in the project
• Ensure Functional alignment for support and approval of key deliverables (i.e. Estimate Confidence Package, Estimate Development Plan, etc.)
• Drives and promotes capital efficiency on projects being stewarded by the department
SKILLS AND QUALIFICATIONS
• Bachelors of Science Degree in Engineering, Engineering Technology, or Construction Management
• Experience in project controls focused on cost control and schedule control achievements
• Supervisory experience required
• Certification(s) in the project management discipline from a recognized organization (Primavera, PMI, AACE etc.) preferred
• Willing to work overseas in a team environment
• Willing to relocate to required project site

MAIN FUNCTIONS
Provides safety / health support to the site leadership team and the Engineering, Procurement, and Construction (Engineering, Procurement and Construction (EPC) Contractor's organization. In some cases, responsibilities may extend to other Safety, Security, Health, and Environmental (Safety, Security, Health, and Environment (SSHE) ) issues, status, and metrics.
TASKS AND RESPONSIBILITIES
In addition to all Level 1 and 2 tasks and responsibilities, Level 3:
* Develop and update safety standards, instructions, codes, and formalize them into company documented practices as required.
* Review designs for new projects and upgrade of existing facilities for compliance with company and industry safety standards.
* Respond to emergency situations and incidents either during or after regular working hours, to provide technical assistance and advice.
* Participate in developing and promoting on- or off-job safety educational programs to address safety issues or concerns. Assigned tasks may include: preparation of articles for publication, development of promotional materials, and delivery of presentations.
* Act as a mentor to other loss prevention professionals.
SKILLS AND QUALIFICATIONS
* Bachelors or masters degree or equivalent preferred
* Demonstrated work experience in construction safety-related positions (including some prior oil & gas experience)
* Extensive knowledge of security processes and procedures
* Proficient in use of computers and programs such as PowerPoint, Excel, Word and Microsoft Office
* Read, write, and speak fluent English, as required to function effectively within a project team
* Prior experience working in a multicultural / multilingual, emerging nation, environment required
* Willingness to travel / live away from home for extended time periods
* Demonstrated ability (through past project successes) to deliver excellence in project SSHE performance
* Demonstrated ability to develop successful internal and external working relationships with emphasis on interfacing in a team environment
* Must be fit for duty for a construction field environment (examples include uneven, unpaved walking surfaces, large structures that are accessible only via ladders or stairs, standing for extended time periods, climbing, bending, walking, reaching, and other physical demands)
* Ability to work in harsh environments (examples include temperature and / or humidity extremes, remote locations with limited amenities) with changing priorities
* Ability to set priorities and work independently in performing contractor services with an appreciation for company processes and procedures
