JOB DIMENSION:
The Free Prior and Informed Consent (FPIC) Coordinator will assume responsibility for planning and coordination of Informed Consultation and Participation (ICP)/FPIC processes and outcomes with the Project-Affected population in the Project Area.

He/she will be required to:
  • Ensure that key enablers for field-level implementation of ICP/FPIC are addressed
  • Develop an overall implementation plan and schedule aligned to project schedule
  • Coordinate field-level implementation of multiple ICP/FPIC workstreams on an on-going basis

ACTIVITIES:
ICP/FPIC Planning & Implementation
  • Review of project descriptions of each of the proposed project considered for exploration and development and determine whether ICP/FPIC would be required
  • Engaging with internal stakeholders to ensure that clarity on Project definition, footprint and potential impacts is obtained
  • Design an ICP/FPIC implementation plan with appropriate Information, Education and Consultation (IEC) materials considering the characteristics of the stakeholders with whom activities are to be undertaken that is aligned with Project schedule
  • Coordinate the production of (IEC) materials (including frequently asked questions, brochures, posters, etc.)
  • Assist the Community Relations team on site to ensure that logistics are booked and confirmed to support the implementation of the planned ICP/FPIC activities
  • Coordinate with the Community Advisory Support Services provider to ensure their availability to provide advisory services to communities during the ICP/FPIC activities
  • Coordinate ongoing implementation of ICP/FPIC process ensuring multiple ICP/FPIC workstream are implemented simultaneously and including coordination and collaboration and integration with operational stakeholder engagement team activities
  • Ensure that the outcomes of meetings are reported in Borealis in detail
  • Drafting of agreements stemming from implementation of ICP/FPIC process
  • Engagement with external stakeholders (e.g. government and civil society organizations) where required
Monitoring, Evaluation & Reporting
  • Ensure compliance of all ICP/FPIC activities with Papua New Guinea legislation, company group rules and standards and IFC Performance Standards
  • Ensure the implementation of the company management system and the proper documentation of the processes and procedures
  • When necessary, develop relevant procedures and policies for integration within the Company Management System
  • Review the company management processes and procedures to identify any gaps between the FPIC strategy/plan and the currently implemented procedures and propose updates to the procedures to ensure the inclusion of newly identified activities/processes/procedures
  • Prepare an annual work plan for ICP/FPIC activities that is consistent with the projects being development and the associated company management plans
  • Ensure the database of engagement results/outcomes are up to date and regularly analysed and utilized in ICP/FPIC planning
  • Regularly monitor the completion of ICP/FPIC plan against timelines
  • Support the Monitoring and Evaluation team during internal evaluations and audits and implement continuous improvement processes
  • Monitor any potential societal risks for project implementation. Identify risks and solutions (via ICP) for societal risks that could put the project schedule or activities at risk
  • Provide ad hoc, weekly and monthly reports to ensure ICP/FPIC activities are done timely and according to the standards
  • Participate in meetings with the Project’s Independent Environmental and Social Consultant to provide an overview of methodology, progress and outcomes of ICP/FPIC activities

MANAGEMENT
  • Define staff training and capacity building needs and propose training (in-house or external) to address the needs
  • Provide training and capacity building to all societal team members based in the field and M&E team member
REQUIRED QUALIFICATIONS / EXPERIENCE
Qualifications:
  • Master’s degree in relevant field and significant practical experience with stakeholder engagement with Extractive Industry projects in Papua New Guinea
Experience:
  • A minimum of 10 years of relevant professional experience in planning and execution of stakeholder engagement for extractive industry projects in PNG.
  • Knowledge of IFC Performance Standards on Environmental and Social Sustainability
  • Experience in:
  1. Securing land access in PNG context, including knowledge of customary land ownership, negotiation and dispute resolution
  2. Relocation
  3. Ecosystem services and/or cultural heritage would be an advantage
  • Experience in project management including planning, management of human resources, budget and schedule
  • High integrity, capacity to listen, superior negotiation and communications skills
  • Strong team player capable of working with relevant functional areas of social performance and more generally the Project
  • Strong focus on delivery of results, ability to work to deadlines
  • Good language skills (English, Tok Pisin and local languages
  • Good computer skills (Word, Excel, PowerPoint)
  • Experience in designing materials for IEC (preferred)
  • Fit to work in challenging environments that require high levels of physical exertion
