Lead Electrical Engineer – Milan, Italy
Key responsibilities and main tasks:
• Manage the Electrical discipline organization of around 3 FTE on Company’s side and around 70 FTE on Contractor’s side.
• Assure the Electrical discipline issuance, review, and approval of around 4,000 technical documents.
• Manage the Electrical discipline development of engineering specifications and provide quality assurance in the procurement of materials, equipment and services to ensure conformity with sound engineering practice and cost effectiveness. Direct management of 12 PO’s of a value of around USD 240 Million. Support to other discipline leaders on the overall 177 PO’s having a total value of USD 3 Billion.
• Ensure all Project HSE requirements are adhered to and implemented. Ensure HSE is emphasized throughout all design activities. Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed.
• Lead the final stages of electrical design oversight and assurance effort for the entire facility. Liaise with EPC contractor staff to finish the detailed engineering, including review of specifications, drawings, vendor documentation, deviation requests, etc.
• Work with Company Automation and I&C engineers and EPC Contractor to execute the IFAT of the ICSS which includes the EMCS, Electrical Monitoring and Control System.
• Manage the inspections and FATs of the Pre-Packaged Electrical Substation Buildings (PESBs).
• Lead efforts to resolve pending open design issues associated with the Electrical discipline.
• Ensure that all major equipment packages interfaces with the electrical system are provided in accordance with project specifications and are tested during a package FAT or IFAT if necessary.
• Ensure that all electrical equipment that was placed in preservation is fit for duty and can be shipped to site.
• Ensure the technical integrity of the EPC contractor’s power system engineering and design during EPC execution.
• Participate in FATs for major power system components including power generators, large power transformers, cables, high voltage switchgear ,large motors and large variable speed drives, etc.
• Proactively manage the power system overall cost and schedule; closely monitor the EPC Contractor’s work product and raise any issues I&E Engineering Manager.
• Participate in P&ID reviews, HAZOP and other safety review meetings,
• Review the appropriate EPC deliverables, not necessarily limited to Electrical areas.
• Oversight and coordination of Contractor planning and execution activities, with focus on Electrical engineering activities, but familiarity with multidisciplinary engineering execution, and procurement.
• Work with Project Services, Engineering disciplines, and Procurement teams to identify Electrical design needs to support the project schedule.
• Conduct Electrical Discipline detailed evaluation and technical audit of various critical plant areas.
• Assist the I&E Engineering Manager in ensuring the Electrical Discipline technical portions of the EPC contract is adhered to during execution.
• During site activities, avoid Contractor stand-by / delay by answering quickly to site queries and unexpected technical site problems, oversee rectification of punch list items, and completion of on-site tests, and oversee erection of all discipline-related equipment.
The experience shall include:
• Degree in appropriate Engineering discipline.
• Registration as a Charted Engineer, PE or equivalent preferred
• Proficient in English language.
• Fifteen (15) or more years’ experience in Oil and Gas and large projects, of which eight (8) years in Electrical Engineering.
• Supervisory experience related to plant and project engineering with increasing size and responsibility.
