Job Description:
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.6 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
Uganda & Tanzania regulations emphasize the national/local content expectations and requirements from both governments. In both countries, national/local content requirements are articulated around three main poles:
  • Employment & training of Ugandan/Tanzanian citizens to ensure minimum percentages of national citizens along HR organization (EACOP and contractors).
  • Procurement of local goods & services with some reserved contracts for Ugandan/Tanzanian parties (e,g. transportation, security, fuel supply, land surveying, civil works, etc.) and advertising bidding process to allow local suppliers to compete.
  • Proposal for technology transfer & capacity building in order to promote sustainable economic development and national industrialization. National/local content obligations are embedded in call for tenders and are part of evaluation criteria of the main contractors (TIER 1).
The main missions of the job holder are:
  • Lead the "Contract operations" required to achieve EACOP's project Local Content Plan objectives, in line with Local Content regulatory requirements.
  • Related topics: Contract & procurement / Local supply chain development / Local Content / In Country Value.
The Job holder will perform its activities for both National Content in Uganda and Local Content in Tanzania.
The job holder shall undertake all activities she/he is responsible for, or involved in, with the highest level of consideration for HSE risk management, protecting human health, respecting communities and conserving the environment.
You will promote safety and environment awareness / conscientiousness at all levels through an exemplary and pro-active attitude towards the Project team, the Contractor / Subcontractor / Vendor Team and with all stakeholders.
The job holder is also accountable for demonstrating an exemplary behaviour with regard to H3SE rules & requirements and for ensuring that H3SE requirements are duly implemented within his area of responsibility.
Activities:
For the In-country tendering activities:
  • For each Expression of Interest, Pre-Qualification Questionnaire and Call for Tenders, as required: Integrate Local content requirements (ITT, Local Content exhibits, etc.) / Evaluate bidders' proposals / Conduct clarifications / Validate final proposals /Attend when required EACOP Contract Committees /Ensures integration of Contractors' validated LC Plan in Contracts.
  • For all EACOP contracts: evaluate Local content potential, integrate specific LC requirements.
  • For EACOP's major contracts (TIER 1): Follow up & monitor contractors LC performance during Contract execution (monthly meetings, site visits) / Ensure Local content is cascaded down the supply chain / Produce, as necessary, tools to support and enhance local content within the supply chain (such as guidelines).
  • For all EACOP contracts: review and coordinate all Local Content and Procurement plan overall and yearly submission.
  • Lead the development, update, coordination, monitoring and implementation of the EACOP National Content Management Plan and LC Plan section related to the Procurement of Goods & Services / Procurement plan.
  • Assist as required the EACOP local content manager (preparing reports, drafting presentations and/or communications, etc.).
Context and Environment:
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region, The project overall tonnage is estimated at 500,000t of material and equipment.
Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID;
The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
The current context of low oil price the project needs to be developed with low CAPEX & OPEX to support the development economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
The Local Content Contracts Strategy Lead will have to consider the following context and environment in his activities:
  • Local Content development is key for both country's development, to satisfy Authorities and local communities' expectations, Total code of conducts and consequently for EACOP, its social license to build and operate.
  • Project status close to FiD implying fast growing in-country activities.
  • Lack of detailed information on Tanzania and Uganda industrial capabilities.
  • Fast changing environment.
Accountabilities:
  • Accountable to implement, secure and monitor EACOP's Local Content commitments through efficient C&P documents, process, coordination and communication, in line with Tanzanian Local Content regulations, with EACOP's C&P manager, LC Manager and Local Content requirements and recommendations.
  • Develop good working relations and cooperation, with the latter, with “Capacity Building lead" to align local content requirements with project capacity building plan, and with "Local industrialization support officer”, to challenge bidders, contractors and subcontractors local content proposals and contribution.
Qualifications and Experiences:
  • Master’s degree in business administration or equivalent.
  • Professional Experience (years): minimum 8 years of relevant professional experience.
  • Fluency in English.
  • Proficiency in Outlook, Excel, PowerPoint and Word. Access is a plus.
  • Experienced in contract & procurement and exposure to Total contract and procurement processes.
  • Analytical mind-set, rigorous, pro-active, autonomous.
