Project Manager II (PM-II) position will be under general direction of the OPO Manager of Project Management. PM-II position is responsible for management, of all phases of project planning and execution to ensure project success factors are met. These include but are not limited to scope, schedule, cost, quality, environmental, safety, communications, security, and integration. The position is typically assigned a portfolio of “White” or “Green” ranked projects per the Project Management Center of Excellence Risk-Informed Project Ranking Process. Higher ranked projects with greater risk may also be assigned when accompanied with an Enhanced Support and Oversight Plan (ESOP). The position is accountable for a portfolio of assigned projects with Low to Moderate levels of risk that impact various levels of the Company, Senior Management or External Agencies. PM-II’s may be assigned projects with specific risk-informed requirements based on specific experience and skill sets. PM-II’s serve as unifying agents providing leadership, decision making, management, guidance, coordination, and control of overall projects in accordance with established policies, procedures, systems, and requirements of the Company. This position is considered a leadership position; minimum qualifications must be met to be placed within this position.
Responsibilities
Provide leadership, oversight management, delegation and coordination to the various internal and external organizations that are providing services to the project (engineering, project controls, estimating, implementation, supply chain, legal, EHS, QA/QC, operations, communications, regulatory, security, fuels, transmission, etc.). The PM manages all matrixed members of the team on a daily basis and is responsible for interfacing with functional managers of team members, regarding placement, development and conflict resolution establish and maintain communications among all project/programs stakeholders. Structure, lead, and/or assist in leading all project related meetings and reports required to ensure open communication between all team members, key stakeholders, and management (monthly project reviews, kickoff meetings, weekly reports, monthly reports, etc.) and to properly report project status. Present reports to appropriate management team skillfully. Plan the project (s) assigned to, including scope, schedule, cost, safety, and quality aspect of the project. Drive the process of project planning including scope definition, estimating, schedule formation and monitoring, cost control measures, procurement/contracting strategies, equipment selection, vendor selection, start-up and commissioning plans, and integration processes. This includes project planning and execution activities like scope definition, detailed design, implementation, start-up and commissioning, turnover to operations, and warranty management according to plan within designed scope, cost and schedule limits.
Additional Responsibilities
Responsible and accountable for all aspects of the project in accordance with corporate policies and procedures. Ensures the project is integrated into the site business plan.
Required/Basic Qualifications
• Bachelors degree
• 5 years related work experience
• In lieu of Bachelors degree(s) AND 5 year(s) related work experience listed above, High School/GED AND 9 year(s) related work experience
Desired Qualifications
• Masters degree in Project management or Masters degree in Business Administration
• In addition to desired degree, 5 years related work experience
• Project Management Professional and/or Professional Engineer and/or Certified Associate of Project Management and/or Utility Technical Certifications/Training and/or Construction Management Institute International (CMII) Certification

This position is responsible for the management of design for assigned transmission generation tie lines for Wind, Solar, and Battery Energy Storage, and for stand-alone transmission line projects. The Transmission Line Principal Engineer works in the Engineering & Construction (E&C) Group and is responsible for managing the design of transmission line projects from conception (Early Stage) through construction and commissioning (Execution). The Client's Energy Resources does not self-perform design. Line design is performed by engineering consultants under the direction of the Transmission Line Principal Engineer.
This role is limited to the transmission line. Others manage substation design, power systems analysis, protection and control, etc.
Job Responsibilities:
- Define and influence the project requirements and scope with the Development Group.
- Secure engineering consulting resources from a list of approved suppliers by developing a scope of work, securing bids, evaluating, and awarding work through the client's Integrated Supply Chain (ISC) Group.
- Coordinate with other project stakeholders to develop and secure a route, support the engineering data, and permit necessary to design and build the line, including geotechnical and lidar data. Activities include competitively sourcing, selecting and contracting geotechnical, survey, engineering, and construction services, and supporting the E&C Cost Estimating Team with scope assumptions.
- Responsible for coordinating the engineering deliverables in support of competitive proposals, as well as design and construction of projects. Deliverables include Issued for Bid, Issued for Procurement, Issued for Construction, and As-built drawings, design criteria, and contributions to proposal documents (RFP).
- Coordination with other groups to ensure the projects are successful. Generally responsible for representing E&C’s internal and external interests on assigned projects, including presentations/briefing on current progress, issues, and risk mitigation in meetings with various levels of management.
Required Skills:
- Bachelor’s degree in Electrical, Mechanical or Civil/Structural Engineering.
- Minimum of 7 years of direct experience in the development, design, engineering, and construction of High Voltage Transmission line projects.
- Strong knowledge of transmission design and project management skills, a bias for action, proven analytical and problem-solving skills, and an ability to provide value engineering and ensure design quality.
- Technical competence such as the ability to understand one line and three-line diagrams, general arrangements, plan and profiles and other common deliverables.
- Travel required within North America.
Preferred Skills:
- Project Engineering and/or Project Management experience with a strong bias for action.
- PMP and/or P.E. in related discipline is a plus.
- Proficiency with standard industry tools such as PLSCADD, Microsoft products, Auto-CAD, Primavera and other software is strongly desired.

Required is a seasoned, in-depth knowledge of discipline engineering principles, practices and theories, and methods to identify and solve the most complex of problems by performing sophisticated analyses as required. Advanced technical knowledge of related discipline principles is required.
