Budget & Cost Control activities:
The main duties are to organize, coordinate, perform and control all the EW&I Cost Control activities of the Package, and to provide and present all information and documentation related to the Package Budget, expenditures and forecasted costs in order to help update the annual closing forecast and multi-year estimations concerning all activities supported by the Package budget.
The Service holder will liaise actively with the Budget & Cost Control Lead as well as the Project Control Manager and the EW&I Package Manager for budgeting activities and updates.
Scope:
- Organize, coordinate, and control all activities concerning the Cost Control for the EW&I Package.
- Prepare, coordinate, and consolidate the various versions of the Package budgets and updates (annual and multiyear) with inputs from the
- members of the Package Team. To provide “ad hoc” support on financial matters as required.
- Provide the necessary checks and approvals for the invoices submitted concerning EW&I activities, in accordance with Contracts, Project
- & Company procedures, Sarbanes & Oxley requirements and DoA.
- Provide input to the Project Cost Control team for the preparation of accruals and best estimations for the monthly closing activities.
- Prepare for issuance of the necessary Project, Subsidiary and Partners / Shareholders / Concessionaire / Company / PJC cost data and
- reporting concerning the EW&I Package.
- Assist in the cost assessment of any contract variations and identify any Package cost trends, drifts, variances data.
The Service holder will also be responsible of the scheduling, planning, progress measurement for the Early Works package. In addition, the Service holder will also serve as interface between Project Team and Affiliate Team with regards to scheduling and planning of key activities such as permitting and preliminary works.
The Service holder will be responsible for the following work scope perimeter:
- Early Works (EW):
- Follow-up of EPSCC Schedules development for the 2 EW contracts.
- Follow-up of progress measurement and reporting of the 2 EW contracts.
- Follow-up of permitting activities associated with the 2 EW contracts execution requirements.
- Review for Approval the Monthly Progress Statements for the 2 EW contracts.
- Supervise and help the preparation of the Monthly Cost Report for the Early Works package.
- Support the review and validation of Variation Orders.
- Contribute to the Papua LNG Overall Integrated Schedule.
- Provide support to Project Team with regards to scheduling and planning of key activities under the responsibility of the Affiliate Team.
The Service holder will be responsible, under Planning & Reporting Leader & EWI Package Manager authorities, for:
- Developing, maintaining all necessary procedures for Scheduling, Progress measurement to properly manage these activities during the
- CFT and subsequent execution phase.
- Developing and maintaining files for follow-up of quantities associated with scope of work and details as per work breakdown structure.
- Reviewing and commenting contractors’ procedures and schedules, scheduling, and progress control methodology, and to monitor
- contractors’ execution schedule, to check and approve contractors’ progress measurement and progress reports.
- Supervising, controlling, and coordinating the activities related to Work Packages scheduling and planning and progress measurement; this.
- includes active participation to the development of the project integrated project schedule supervision of scheduling and progress.
- measurement activities during the Execution phase.
- Developing and maintaining schedules at Project level, with analysis of critical path and potential clashes and proposal of remedial
- actions/solutions.
- Ensuring availability (always) of an updated and accurate scheduling and progress measurement documentation.
- Supervising, controlling, and coordinating the activities related to EWI Work Package Cost Control Monthly Reporting.
SKILLS AND QUALIFICATIONS
- Professional Experience (years): 10-20 years in Oil and Gas projects
- Experience in similar position (years): 5-10 years at same or equivalent position with managerial responsibilities
- Level / Diploma: Engineer, or equivalent
- Qualification: Engineer, or equivalent - Perfect knowledge of PRIMAVERA & Excel requested as well
- Languages: English mandatory, French a plus
