Primary Purpose of the Job:
The Commissioning Engineer (SIMOPS) operates under the direction and authority of the Commissioning Team Leader and Operation Readiness  Head to communicate all potential work tasks, to prevent conflicts in the form of unsafe conditions between all groups working in the facility.

Principal Accountabilities:
  • The SimOps Engineer in the Readiness Operations department is responsible for coordinating and facilitating the Permit to Work (PTW) tasks and Job Safety Analysis (JSA), ensuring that all documentation is accurately completed, communicated to all relevant parties, and posted as required. This role involves maintaining comprehensive reports of permits and work tasks specific to different project areas. The SimOps Engineer also oversees contractor activities, assessing risks, conditions, and project priorities to ensure that work is executed safely and in compliance with project requirements. By managing these aspects effectively, the SimOps Engineer helps ensure smooth operations and adherence to safety and quality standards throughout the project lifecycle.


Decision Making Authority:
  • Recognize and identify hazards and risk factors associated with SIMOPs operations.
  • Responsible for confirming that all aspects of the SIMOPs procedures and plans are fully implemented, and in compliance with corresponding Work Permit.
  • Work with the other project and site representatives (contractors and sub-contractors) to understand each job scope prior to commencing SIMOPs.
  • Communicate with all responsible personnel from the various project and site representatives (contractors and sub-contractors) to discuss the expected activities at the commencement of work at the beginning of each shift if applicable and at other times during the operations as conditions require and to resolve any conflicts due to SIMOPs. 
  • Verify that all necessary permits, approvals, and prescribed precautions are in place prior to the commencement of work.
  • Participate in Risk Assessments linked to SIMOPs activities
  • Assist in the preparation of Common Safety Dossier prior to the start of the SIMOPs campaign.
  • Update SIMOPS decision Matrix
  • Play a key role in emergency situations that occur during SIMOPs activities and perform duties as dictated by SIMOPs Emergency Response Plan.
  • Perform a pre task review for proposed work in the form of site verification to ensure correct application of safe work practices and communication regarding potential conflicts.
  • Assist the Commissioning Team Leader in the scheduling of SIMOPs related activities.

Context / Special Features / Challenges:
  • Oversee and support Job Hazard Analysis and PTW requests in the form of reviews / walk downs and work scope verification.
  • Monitor the implementation of the Permit to Work in all SIMOPs controlled areas.
  • Ensure that the appropriate supervisors are involved in the safe work process and approvals are secured.
  • Ensure permits are posted in designated areas and maintain status board updates.
  • Ensure All PTW applications are completed properly before being presented to the PTW Coordinator prior to the daily SIMOPs/PTW coordination meeting.
  • Ensure that all completed permits are properly closed and communicated to affected parties.
  • Notify the HSE Supervisor, OIM, Project Manager and Emergency Response Team of all High-Risk Activities before performed.
  • Notify the Commissioning Team Leader, OIM, and Project Management of any potential SIMOP's issues.
  • Monitor the SPOC(s) (Single Point of Contact) or isolators to ensure verification of workplace controls are in place and being utilized correctly.
  • Train Construction and Commissioning personnel on SIMOPs considerations.
  • Review One Line Diagrams/P&ID's for correct implementation of Isolations of Hazardous Energy.


Qualifications / Knowledge / Skills / Experience:
  • Degree in Mechanical or Process Engineering.
  • Relevant disciplines certificates
  • 12 Year similar experience in Oil&Gas pre-commissioning, commissioning and start-up of Oil&Gas Facilities.
  • At least 15 Years overall experience in oil and gas
